Abstract
U ovom je završnom radu prezentiran model za određivanja izbornih jedinica u Republici Hrvatskoj. Spektralno klasteriranje korišteno je za raspodjelu županija po izbornim jedinicama.županije su predstavljene težinskim centrima izračunatim korištenjem Gauss- Krügerovih koordinata pripadajućih jedinica lokalne samouprave. Uvjetovano je da se izborne jedinice sastoje od županija koje međusobno graniče. D’Hondtova metoda primijenjena je za raspodjelu broja zastupničkih mjesta po izbornim jedinicama. Model raspoređuje županije u izborne jedinice na način da glasovi svih birača imaju što je više moguće jednaku težinu. S tom su svrhom izračunati indeksi koji mjere neujednačenost u težini biračkog glasa. Prezentirani model je implementiran u programskom jeziku Python. Budući da postoje brojni čimbenici koji mogu utjecati na konfiguraciju izbornih jedinica, potrebna su daljnja istraživanja kako bi se poboljšao model i njegova upotrebljivost.
Abstract (english)
A mathematical model for the determination of constituencies in the Republic of Croatia was presented in this thesis. Spectral clustering was used to distribute counties into constituencies. Counties are represented by centroids calculated using the Gauss-Kr¨uger coordinates of the local government units. It was required that the constituencies should consist of counties that border each other. The D’Hondt method was applied to allocate the number of seats to each constituency. The model distributes counties into constituencies in such a way that all voters’ votes are as equal as possible. For this purpose, disproportionality indices that measure inequality in the weight of votes were calculated. The presented model is implemented in the Python programming language. Since there are many factors that can affect the configuration of constituencies, further research is needed to improve the model and its usability.
